Regardless of the overlapping functionality they can also work like an over-ride - like selecting all the faces but only extruding the vertices. I guess the '.view3d.' is the deciding factor. Perhaps add a Phython tag and someone might clarify....
Nov 12, 2016 at 10:29 comment added Tiles Thanks for your comment. But have a look at the Last operator when you use it at verts or edges. Then it simply extrudes like with the Extrude Edges and Vertices tool then. And for extruding faces the two methods does the very same from what i can see. The Last operator is the same, which shows that they do the same job. The Extrude Individual tool simply seems to be a double menu entry to me. Its functionality already exists with "Individual Faces", "Edges Only" and "Vertices only". But there must be a reason why they made the three tools as an extra tool under another name.
