is there any way whatsoever to create a motion vector pass that only includes camera motion and treats all objects in scene as if they are not moving, even if they are?

the problem: i am working with a stylized rendering system where i created stylized smears for moving objects, instead of motion blur. i still want camera motion blur (achieved with vector blur node probably or in nuke, so i can stylize that too) but i don't want motion blur on the moving elements, which would ruin the smears.

i tried recreating the vector pass in geometry nodes using an offset camera, but ironically the most consistent method is to just spawn a bunch of instances on the animated meshes with geometry nodes, realize the instances. this corrupts the vector data occasionally, on some frames. so just repeat it over and over again until the vector data is completely missing.
