What approach should I take to put the metallic wires in a random fashion yet packed inside the rubber coating?

As shown in the marked area, it's visible that the wires are fixed there. They are not overlapping each other and using the maximum area possible. They are spread in a random fashion and not following any pattern in particular.

I am here to seek advice. How should I approach this problem?
