I have a video where I deleted the animation part, so now I only have the sound. When I try to save the file, it saves as .blend. How can I save it as an mp3 file? I have already set the startup file to save as mp3.

In Properties > Output, set something like this:
It's not ideal, but maybe it'll work for you..
Go to Properties > Render > Audio and select the format (e.g., mp3, flac) in the window. Ensure that Properties > Render > Post Processing > Sequencer is enabled if the sequencer is the audio input.

You can export audio to lossless .flac, as well as other codecs and containers like .ogg and .mp3, by pressing the Audio button.
The Render Audio command is located in the Top Menu under Render > Render Audio. In the Render Audio dialog, you can select mp3 from the Container dropdown. Alternatively, you can use the Python command bpy.ops.sound.mixdown()

Output format to .mp4 then use an online converter to change it to .mp3. I use http://media.io/

files. For any other format you'll have to render or export. I'm not sure if you can directly render an mp3 from blender, but you can render a video file with mp3 audio and no video codec.. $\endgroup$
