vicsek fractal from wikipedia

Here is my problem, i have an image of a vicsek fractal (see attached), and i want to displace it in such a way that each pixel on the image lines up perfectly with one face when displacing a plane, how would i go about doing this? i'm using the official blender 2.8 release.

also,unfortunately the attached image may not be pixel perfect and thus not suited for this type of displacement,i could not attach the actual displacement map i want to use, the attached image is more of an example.

    $\begingroup$ Import the image as a plane then subdivide it with loopcuts, where $Number of Cuts = Pixel Dimensions - 1$ $\endgroup$ – Duarte Farrajota Ramos Oct 24 '19 at 15:21
