i'm trying to create some voxel style art using blender and i'm having trouble overlaying a grid on a pixelated image. I'd like to create something that looks like this:

enter image description here

I've tried importing the image as a plan and then loop cutting both sets of edges to match a grid over the image. I can't get the grid to perfectly line up with the image because I can't see the image in edit mode. is there a way to fix this?

And to take it one step further, would I be able to extrude all the faces of a grid to randomized heights instead of extruding each face 1 by 1?

Any help would be greatly appreciated!
