I've put off asking this question for a while, but after a few days of messing around with it I still can't figure it out. I have a high-poly and low-poly anvil I made going through the Blender Guru tutorials, and I can't seem to be able to bake the sculpted high-poly mesh details onto the low-poly, even after trying several ray distance parameters and verifying they occupy the same space.

One thing I noticed is if I select the low-poly first, then the high-poly, I get results, but I'm sure it's supposed to be the other way around. Does this mean my high-poly is too big for the low-poly to shoot rays towards? Or maybe I misunderstand the process entirely.

I've provided some screenshots and the .blend file below. If anyone can bother to help me figure this out, I'd appreciate it.
