Is it possible to shift / rotate faces on a plane or a cube.

I have a n x m plane or cube and I want to rotate / shift each square loop individually no matter the plane cube size.

I know about face loops https://youtu.be/BuD9LntPlv0 but i'm not sure how to shift the faces.

Here's what I'm trying to do.

The pink highlighted section, left of the arrows is the starting position of the face and it's "loops" and the green highlighted section, right of the arrows is the type of rotation / shift of the values that I'm trying to create.
