I am new to blender and I am struggling with rigging and posing:

As you can see from my screen shots, in the first photo I set up my armature in edit mode and it looks as intended.

As you can see from the second image, when I change to pose mode, the rigging stays in the correct place, and the skeleton is in rest mode.

But when I chance the skeleton to pose position the top part of the rigging goes out of whack, changes the scale, and moves out of position.

How can I start to pose the skeleton from the rest position as its origin?

I saw a similar post that the top answer said this was a 'feature' which seems a little crazy to me, wouldnt that just force you to waste time moving and scaling the out of whack rigging before you can begin a pose?

Side Note: I am planning to use this model in Unity 3D, I am not sure if that changes the workflow or not.
