I want to make my roblox character look more shiny, like this:like this (not mine, I got it from twitter) I'm new with blender but I want to make my renders look cool. Also, if you know, by any chance, how to get the background like so if it's a photo editor and what are other cool effects you can do.

(Edited part) Also, is there a way to make heavy lighting (so that it looks really shiny on some parts where the light is shining on the most?)

To increase the reflections of a material, use the roughness slider, and to change the intensity of those reflections, change the specularity. I personally recommend using the principaled BSDF node for your materials, as it allows for quick iterations and easy editing.
